Lehman Report on CIA on the Soviet Build-up in Cuba – 11/14/1962

This report, written by Richard Lehman, the assistant for special projects in the CIA’s Office of Current Intelligence, was produced shortly after the missile crisis. It was commissioned by Director of Central Intelligence John McCone as an analysis of the agency’s performance in the lead-up to the discovery of medium-range ballistic missiles in Cuba. A key aspect of Lehman’s report was in examining the U-2 flight authorizations over Cuba in the weeks and months before October 14.{{1}}
